This scoping review of 71 studies finds that immigration enforcement harms to children—through parental detention and deportation, child detention, and intensified enforcement climate—align with federal and state definitions of child maltreatment in the vast majority of cases, supporting the framing of these actions as government-sanctioned child abuse.
