The expected public charge rule could have wide-reaching effects on legal immigration to the United States and lead to a sharp drop in use of public benefits by legally present non-citizens and their dependents. This report analyzes use of public benefits by non-citizens, naturalized citizens, and the U.S. born to understand the potential magnitude of the draft proposed rule’s effects.

Based on government data from over 18,000 immigration court proceedings, this report documents how families detained in U.S. family detention centers proceeded through the court process. It reveals a growing system of detention that presents serious barriers to justice and a fair court process for asylum-seeking families.

A Vision for Transforming the Financing of Early Care and Education

A new 2018 report, Transforming the Financing of Early Care and Education, by the National Academies of Sciences, Engineering, and Medicine (NASEM), outlines a funding strategy that will provide reliable, accessible high-quality ECE for young children from birth to kindergarten entry. The report estimates that the total annual cost of providing high-quality ECE from both public and private funding is $140 billion, and provides a phased-in approach to a transition towards a fully implemented new financing structure.
